The Commission for Social Development

Each February, the UN Commission for Social Development meets in New York. This year forty-second session of the Commission met from February 4-13th to discuss “Improving the effectiveness of the public sector.” The Commission is very important to the work of the NGO Committee for Social Development because it is in a unique position to stimulate and strengthen international cooperation around such issues as the persistence of poverty, the worsening of inequalities, the problems of social cohesion and social integration that exist in various parts of the world.

In drawing attention to this year’s theme, the Secretary-General noted that this particular call for effectiveness in the public sector arose in the context of policy shifts that have occurred over the past two decades. Because people came to believe that smaller government was better, public institutions were asked to accomplish more with reduced means. Retrenchment in social expenditures and cutbacks in public services with greater emphasis placed on the private sector, particularly in developing countries, resulted from that policy.

Many countries find themselves in extremely difficult circumstances; and in the context of dramatically insufficient resources allocated to the public sector, there is very little hope of achieving the Millennium Development Goals.

At the conclusion of the Commission’s deliberations, the Chairman’s Report keyed in on (1) approaches to public sector reform, (2) privatization and the effectiveness of the public sector - social protection versus efficiency? (3) critical success factors in public sector reform (4) civil service reform, (5) trade unions and labor standards and (6) resource allocation.
